Health insurance - AMO
Social Security Contribution Administration Agencies
Social security contributions fund, among other things, pensions, family benefits, occupational risk protection, and health insurance.
In Mali, three agencies play a central role in this system: the INPS, the CMSS, and the CANAM. Their roles are complementary. To determine which agency to contact, you must identify the insured person’s status and the benefit in question.
1. The INPS: Social Protection for Workers Covered by the Labor Code
The National Institute for Social Security (INPS) primarily serves workers covered by the Labor Code.
In particular, it administers:
- family benefits;
- pensions and benefits for old age, disability, and survivors;
- protection against workplace accidents and occupational diseases.
It also offers a voluntary insurance program to self-employed workers who meet the specified requirements. Their coverage should therefore not automatically be equated with that of employees.
INPS, responsibilities; INPS, voluntary insurance.
Example: To prepare for retirement, an employee covered by the INPS must have their employment history and periods of insurance verified by this agency.
2. The CMSS: Social Protection for Relevant Public Sector Categories
The Malian Social Security Fund (CMSS), which succeeded the Malian Pension Fund, is primarily responsible for managing the pensions of civil and military servants and other categories covered by its regulations.
It also participates in the administration of the AMO as a delegated managing agency. Its role is therefore not limited to pensions.
National Social Protection Policy: An Overview of the CMSS and the AMO.
An employee’s status is decisive. Working in a public institution alone is not sufficient to determine the applicable system: it is particularly important to distinguish between civil servants and contract employees.
3. CANAM: Administration of Health Insurance
The National Health Insurance Fund (CANAM) manages the Compulsory Health Insurance (AMO) system.
In particular, it is involved in organizing health coverage, monitoring benefits, and overseeing the agencies to which certain tasks are delegated.
The INPS and the CMSS thus contribute to the operation of the AMO for their respective populations, particularly with regard to pre-registration and the collection of premiums.
National social protection policy, CANAM’s responsibilities.
An employee can therefore handle AMO-related procedures with the INPS, even though the health insurance program is administered by the CANAM.
4. How can their roles be distinguished?
| Organization | Primary role described in this article | Participation in AMO |
|---|---|---|
| INPS | Social protection for workers covered by the Labor Code and voluntary insurance | Delegated managing agency |
| CMSS | Administration of pensions and social protection for the relevant public-sector categories | Delegated administrative agency |
| CANAM | Administration of the health insurance program | Organization and supervision of the system |
This distinction allows for a separation between the body responsible for a system and the body that carries out certain procedures or collects contributions on its behalf.
Ministry responsible for social protection, organization of health coverage.
5. What contributions apply to employees covered by the INPS?
The rates published by the INPS distinguish between the following branches:
| Branch | Employer’s share | Employee Share |
|---|---|---|
| Family benefits | 8% | — |
| Work-related accidents and occupational diseases | 1% to 4% | — |
| Pension insurance | 3.40% | 3.60% |
| Disability and death | 2% | — |
| Mandatory Health Insurance | 3.50% | 3.06% |
The rate for work-related accidents depends on the company’s classification.
The 1% ANPE tax, payable by the employer, must be reported separately from the social security branches listed above.
6. What is the employer’s role?
The employer is responsible for filing the necessary reports and paying the contributions corresponding to their employees’ coverage.
For contributions under the INPS, the employer is responsible for paying the employer’s share and the employee’s share withheld from payroll. Simply deducting a contribution from wages is not enough; it must be remitted.
INPS, reporting and payment obligations.
It is helpful to keep declarations, individual statements, and proofs of payment to facilitate audits and the tracking of benefits.
7. Key Points
- The INPS, CMSS, and CANAM fulfill complementary roles.
- A worker’s status determines which agency they are affiliated with.
- The INPS and the CMSS also participate in the administration of AMO by delegation.
- Contributions must be categorized according to the branch they fund.
- The employer is responsible for filing reports and remitting the amounts due.
