Employer Membership in the AMO

9 September 2026

To enable employees to benefit from Mandatory Health Insurance (AMO), the employer must complete the registration process and ensure that contributions are paid.

It is important to distinguish between employer registration, the registration of insured individuals, and the establishment of eligibility for healthcare benefits.

1. Which employers are affected?

This requirement applies to any individual or legal entity—whether public or private, secular or religious—that employs at least one worker in the public, quasi-public, or private sectors.

An organization employing a single employee is therefore also subject to this requirement.

Decree No. 09-552/P-RM, Article 7.

2. When must the application be filed?

The decree requires that the application be filed within 8 days following, as applicable:

  • the first day of employment;
  • the establishment or acquisition of the business;
  • the first hiring, if it occurs after the business has begun operations.

The application must be completed using the form provided by the administering agency.

Decree No. 09-552/P-RM, Articles 8 and 9.

3. What information must be provided?

The form includes, among other things, the employer’s identity, trade name, addresses, legal form, business activity, number of employees, and hire dates. In the case of a business takeover, it also specifies the predecessor and the date of the takeover.

Decree No. 09-552/P-RM, Article 9.

Before filing, verify that this information matches the company’s records and personnel files. Keep a copy of the application and the filing receipt.

4. Who should you contact?

The National Health Insurance Fund (CANAM) administers the AMO program. Certain procedures are carried out through delegated administrative agencies, notably the INPS and the CMSS, depending on the insured person’s affiliation.

The employer must therefore identify the appropriate contact person for preparing and tracking the application.

5. What are the registration deadlines?

The decree distinguishes between:

Procedure Expected Timeframe
Registration of the employer by the administering agency 8 days
Registration of the insured person upon receipt of their application 30 days

The employer’s registration does not replace that of the employees and their dependents.

Decree No. 09-552/P-RM, Articles 10, 15, 16, and 20.

6. When do healthcare benefits take effect?

Registration does not necessarily mean immediate coverage.

The program requires a preliminary period of six consecutive months of contributions to qualify for AMO. The term “waiting period” here refers to this insurance period, not a professional internship at the company.

CLEISS, eligibility requirements for AMO.

It is also important to distinguish between payroll deductions and the actual payment of contributions. The employer must remit both the employee’s share deducted from pay and the employer’s contribution.

INPS, payment obligations.

7. What changes must be reported?

Changes in headcount and changes to the employer’s address must be reported within 30 days.

Decree No. 09-552/P-RM, Article 12.

Regularly tracking hires, departures, and contact information helps keep the records up to date and minimize administrative errors.

8. Key Points

  • Enrollment in the AMO applies to employers as soon as they hire their first employee.
  • Separate procedures apply to the employer and the insured individuals.
  • Eligibility depends, in particular, on the prior contribution period.
  • Contributions withheld from payroll must be actually remitted.
  • Changes in circumstances must be reported within the specified timeframes.
