Accreditation of healthcare providers
Relations between CANAM and private, public and community health centres are governed by an agreement between the two parties. The agreement includes, amongst other things:
Commencement, suspension and termination of entitlement to AMO
Entitlement to AMO benefits is subject to the prior payment of social security contributions for six months.
Contribution base
The reform was introduced following a process of consultation between the relevant stakeholders (employers, trade unions and the government) that began in 2007.
Employer membership
Entitlement to AMO benefits is subject to membership and the prior payment of social security contributions deducted at source by the employer.
How the AMO works
Compulsory health insurance is based on the principles of solidarity, contribution, risk pooling and direct billing (Article L.4).
Registration of beneficiaries
The beneficiaries of the AMO scheme are insured workers and their dependants.
Services covered by AMO
Compulsory health insurance entitles the beneficiary to reimbursement of costs relating to curative, preventive and rehabilitative care required for health reasons or in connection with maternity. These healthcare services must cover both outpatient and inpatient care.
Social security contribution collection agencies
Social security contributions in Mali are currently administered by three semi-public bodies.
The Origins of Compulsory Health Insurance (AMO)
Before the introduction of compulsory health insurance, healthcare cover for workers covered by the Labour Code was provided by the Health Protection Scheme, with an employer’s contribution rate of 2 per cent.
